Head of Finance

The Company is seeking a Head of Finance, who will also serve as the Deputy Section 151 Officer. This pivotal role involves leading the Financial Services function, overseeing strategic financial planning, Medium Term Financial Strategy, annual budget, financial management and reporting, statutory accounts, capital program, financial controls, and accounting policy. The successful candidate will be responsible for providing high-quality financial advice across the organization and will play a central role in supporting the Director of Finance & Investment in the exercise of their statutory responsibilities. The position is particularly suited to a fully CCAB-qualified finance professional with a strong understanding of local government finance, and experience in a large and complex organization is highly valued. The ideal candidate for the Head of Finance role at the company will be a senior finance leader with a proven track record in strategic financial management, financial planning, budgeting, and statutory accounting. Technical expertise is essential, but the ability to communicate, influence, and exercise judgment is equally important. The role requires a leader who is collaborative, supportive, and can get the best from a professional team. The Head of Finance will also be a trusted adviser to senior officers and elected Members, and must be adept at turning complex financial information into clear, practical advice. While prior experience as a Deputy S151 Officer is not mandatory, the candidate should have the potential and ambition to operate at this level and be prepared to take on the challenges of a significant modernization agenda and the evolving landscape of local government.
