The Company is seeking a Chief Executive to lead the establishment of a new joint council-controlled organization that will be responsible for the delivery of essential water services in the Timaru and Mackenzie districts. This is a pivotal role, with the successful candidate tasked with shaping the organization from its inception, leading it through the establishment phase, and ensuring operational readiness by 1 July 2027. The Chief Executive will be accountable for strategic direction, organizational capability, regulatory compliance, and fostering strong relationships with the community, including mana whenua. Key responsibilities include developing and delivering the establishment plan, standing up the organization's operating model, managing financial planning, and leading the transfer of staff, assets, data, and contracts from the shareholding councils. The ideal candidate will be a senior leader with a proven track record in complex, publicly accountable, or regulated environments, and experience in organizational establishment or transformation. Strong commercial and financial acumen, a sound understanding of public sector governance, and exceptional stakeholder engagement skills are essential. The role requires a leader with the cultural competence to build partnerships with Iwi and Papatipu Rūnaka, as well as the personal resilience to navigate a high-stakes, high-visibility environment. While not mandatory, experience in water services, utilities, or local government is advantageous, and a genuine connection to the South Canterbury or Mackenzie region is highly valued.
